According to the Health Care Financing Review (Spring 2006), women, blacks and low-income individuals are the least likely of Medicare recipients to seek preventive health care services, even though they are available in the program, according to a recently published study by Thomson Medstat. The utilization varied by as much as 7 percentage points.
