An estimated 15.6 million Americans under age 65 were uninsured for at least four years when surveyed in 2003, according to a new report from the Agency for Healthcare Research and Quality. Nearly one-quarter of them had family incomes at or below the poverty level, while just 10% had incomes over 400% of the poverty line. Children under 18 were the least likely group to be uninsured for the entire four years (2.7%), while Hispanics were the most likely (15.7%). The report is based on data from AHRQ’s Medical Expenditure Panel Survey.
