The Department of Health and Human Services on Aug. 21 issued a proposed rule related to the “conscience rights” of health care providers. Among other provisions, the rule would require hospitals and other recipients of certain HHS funds to certify their compliance with laws protecting the rights of health care providers to refuse to perform services to which they object for religious, moral, ethical or other reasons.
It also would designate the HHS Office for Civil Rights as the entity to receive related discrimination complaints. The agency will accept public comments on the proposed rule for 30 days.
